Jason had raised his younger brother. Sure, they had parents, well if a mom who walked out on them when Andrew was still in diapers, and a father who spent more times drinking then providing for his kids counted as parents.
Ten years later, Child Protective services interviene, ten years too late. Jason had forgotten what it meant to be a child, raising his younger brother on his own. Now Child Protective Services has two choices, put the boys in a home together and hope Jason would let down his guard, or separate the boys, in hope of giving Jason a chance to be a kid, instead of a parent of a boy only four years younger than him.
