Ages ago, a lost Saiyan technology, The Sword of Enigma, was lost on Earth. Several centuries passed, and then, a single human found it. And touched it. But it was infused with power beyond human comprehension, and so it shattered, and so did the mind - and soul - of the human who touched it. And so he became The Shattered One, left to wander the Earth for eternity, never to know death or peace. He stands as Earth's last defense, should its other defenses be exhausted. He now resides as far south as one can go, on the South Pole, hiding from everybody. He is one of two beings of extreme power that hold the world in their thrall. The other one is The Dreamer, and he is in constant slumber at the North Pole, and so is not a danger to anyone. If The Shattered One dies, then so does The Dreamer, so that the balance can be kept. Time passed, and The Shattered One was forgotten. No one remembered him, and no one cared to remember him. All that mattered was more and farther. And then the Saiyans arrived, and he awoke from his slumber.

The Shattered One is immortal and no known weapon can kill him. However, he does have one weakness: The Lost Arrow of Cosmic. If one were to use that arrow and shoot it into his heart, then he would be destroyed, shattered into a million pieces, and would no longer exist. However, the result would be the destruction of the planet he's on - and possibly that entire solar system.

Until death, however, The Shattered One is extremely powerful. He has the following abilities:
Precognition: The ability to perceive events that have not yet come to pass.
Omnipresence: The ability to appear in many places at once. He cannot do this forever, as being separated like that is very taxing to his mind.
Telepathy: The ability to perceive the thoughts of everybody in the world.
Reality Warping: The ability to change the facts of the world to his benefit, with one caveat - he cannot change any point in the timeline that is MEANT to happen. Those points are immutable. However, anything he changes changes something else, so that balance can be kept. This can sometimes cause a break in the universe, tearing it and allowing whatever is outside of the universe into the universe.
Omniscience: The ability to see the future, the past, and the present of every conceivable timeline, all the time.
Omnifarious: The ability to shapeshift into anything, without any sort of limit.
Omni-Magic: The ability to have expertise in all forms of magic possible, regardless of any limit.
Creation: The ability to create anything from nothing, regardless of physics.
4th Wall Interaction: The ability to perceive beyond the 4th wall, and the ability to interact with those beyond
Freedom: Being truly free from all confines, and technically a being separate from the story.
Psionic Godhood: The ability to weild a nigh-omnipotent ethereal-psionic power.
Universal Manipulation: The ability to have every type of manipulation power in the universe.

The Shattered One seeks to help humanity in any way he can without breaking his oath of limited interference. He understands how powerful he is, and knows that that kind of power has to be held back, and so he's taken an oath not to interefere except for in the direst of circumstances. He spends most of his time hiding at the South Pole, controlling his powers and keeping himself from destroying the world.
He also does everything he can to keep humanity alive. He believes that humanity is necessary for the future he wants for this universe. However, what he believes is right for the universe's outcome can be horrible because he believes that the ends justify the means.

The Shattered One is powerful, but he's still human, and, though he fears nothing human, he does fear The Dreamer, because The Dreamer is a mystery to him - and to everybody else.
