War F between country C and country X has started. Mr. Black, a soldier of country X's land based armed force, asked his captain about the procedures of the defence strategy.
His captain said: " Here are the rules. Pepper spray, tear gas, machine guns. Use only one weapon for each round of attack. We attack if our component uses a different weapon than us. If they uses the same weapon as us, a bomb will be dropped to kill all the soldiers on the battle field to created a tie. A new round will start immediately. Remember, pepper spray defeats tear gas, tears gas defeats machine guns, and machine guns defeat pepper spray. The war will end until two countries find a way to select weapons that can both guarantee the least number of fatalities."
"What did country C do wrong?" Mr. Black asked.
" They invaded zone F." said his captain.
"I see. So we must choose our weapons wisely. How long do you think we need to figure out the way to stop the war? Are the rules editable if it is taking too long?"
"Don't challenge the rules. They are set up by the government and the army. Let's get ready to fight now."
