SOVEREIGN
Another name for the emperor or empress. The Sovereign is the supreme ruler of the Galactic Imperium and the highest authority. The Shienyashi line has been worshipped like gods since Empress Mara forged the empire from nothing.
Beneath the Sovereign stands four official government bodies and two autonomous. Let us start with the official bodies of government.
REPUBLICARIUM
This is the civilian part of the government, running much of the day-to-day affairs that keeps the empire functional. Those functions include ministries like Justice, Research, Imperial Veterans, Environmental Protection, Energy and so on. The education system is not run by them, however.
EMPERIARCHY
The Emperiarchy is the official religious body of the Imperium and oversees the two official faiths recognized. It is therefore led by two men, the Imperiarch that leads the Cult of the Imperial Blood. That is the worship of the Sovereigns as gods and God-Empress Mara as the god of gods. The Second is the Techiarch, head of the Church of the Technorium. They worship the Father of Machines, also known as the God-Emperor of Technology. They believe that the Father of Machines bestowed sapient beings the ability to invent and operate technology and their worship is a way of thanking him. Calling him the God-Emperor of Technology was a way of legitimizing the faith by Emperor Amon II. The Techiarch is second to the Imperiarch. The Techiarch commands the Techtrooper Corps, a paramilitary force of zealots.
Below the Emperiarchy sits two organizations, the Inquisition and Center for Imperial Truth.
INQUISITION
Led by the Grand Inquisitor the Inquisition is the organization that zealously watches over the empire’s citizens and governing bodies. Below the Grand Inquisitor lies the Council of High Inquisitors. The Inquisition watch for traitors, heretics, corrupt officials and demonic influence. Inquisitors are hated and feared by many in the military and government. On their side, the regular people, the soldiers, postmen and teachers and so much more, see them as honest servants of the Imperium. Almost as protectors.
The Inquisition’s one requirement for recruitment is psychic powers, commonly called psychers. They are recruited as children and honed. They grew up in the Inquisition’s halls in Black Spire on the Throneworld of Earth. Those he sees their child recruited are either horrified or honored by the selection.
CENTER FOR IMPERIAL TRUTH
This is the propaganda arm of the empire, pushing the worship of the Emperiarchy, teaching citizens loyalty to the state and to keep a careful eye on their local government for signs of corruption, treason or faltering local healthcare systems for example. Reports like these are sent to the Inquisition for investigation after a preliminary investigation. They oversee the Ministry of Education, a duty see as too important for the Cabinet of Governance. The Media is overseen by them as well and they decide what can be shown and what can not.
Then we go to the third government organization under the Sovereign.
HIGH COMMAND
It is made up of the highest ranked officers in the military, grand admirals, fleet admirals, grand generals and finally starlords. The oversee and command the entire military, all three subcommands and a fourth freely hanging branch.
The military is divided downward in:
ARMY COMMAND
That commands the imperial army, and see to the army alone.
PENAL CORPS
The Penal Corps is made up of people sentenced or who chose military service over another punishment. The military code of law is brutally strict when it comes to crimes committed by service members and those who do not shape up can often find themselves hanged or summarily shot.
COMMITTEE OF OVERSEERS
It is the fourth organization directly under High Command. It is tasked to oversee the military’s loyalty, moral and to watch for troublemakers. They often cooperate with Inquisitors. It has the Political Officers Bureau below it.
POLITICAL OFFICERS BUREAU
They carry out investigations, are assigned to ships and are the officers on the ground.
AUXILIARY COMMAND
They oversee privateers and non-human service members in the military. Species with citizenship status can serve in the military and Auxiliary Command is responsible for their food requirements, uniforms, and other equipment and medical needs.
FLEET COMMAND
They are responsible for the imperial navy.
NAVAL ASSAULT INFANTRY
They are the infantry of the navy, sent ahead to form a beachhead for the imperial army or to perform raids or rapid assaults. They fall under FLEETCOMs chain of command.
FLIGHT CORPS
They represent the strike craft pilots and oversee training and where they serve.
EXECUTOR GENERAL & EXECUTOR ADMIRAL
The Executor General and Executor Admiral and their staff oversaw military actions of quadrants.
LORD GENERAL & LORD ADMIRAL
The Lord General and Lord General oversaw and commanded operations in sectors. They answer to the Executor General-and Admiral.
Then comes the fourth organization under the Sovereign.
TEMPLAR ORDER
They are superhuman soldiers in power armor and heavy augmented that are responsible for the Sovereign’s security. They undergo the same augmentation process as Imperial Marine Legionnaires and are therefore immortal to aging and basically demigods. It was founded by members of the Imperial Fist Legion in early 21M (twenty-first millennium).
IMPERIAL GUARD
These regular humans make up the guard responsible for guarding the Imperial Palace and other properties the Sovereign might visit. In the Imperial Palace 100,000 guardsmen serve. They answer to the Templar Order.
MAIDENS OF SILENCE
This is a small order of women that are augmented, to an extent, and serve in the Sovereign’s protection. Its members take a vow of silence and speak through sign language.
Then comes the two organizations that sit outside the regular chain of command.
ORDER OF PRIMARCHS
Led by a Lord Primarch, they are an organization with only a few dozen members at a time. They are grown in laboratory pods from a genetic code and step out, four meters tall, with superhuman abilities to put a Legionnaire Marine to shame. The original eighteen Primarchs were extraordinarily powerful, but after the Great Suffering, in modern days of the 30M (thirtieth millennium) they are less powerful and act as agents or the Imperium, occasionally commanding Marine Chapters, but only for short amounts of time. They can hunt down traitors, lead assaults of hostile strongholds, gather intelligence or hunt down and destroy rogue Marine Chapters.
IMPERIAL ULTRA MARINE CHAPTERS
The original legions were formed by God-Empress Mara to unify humanity. The first ever use was to conquer the various warlords on the Throneworld-to-be. Then the legions marched out to conquer with a Primarch commanding each. Every marine undergoes heavy augmentations through both cybernetics and genetics. Those original Ultra Marines were clones grown in pods, but from the Third Generation of Legions and onward they were all recruited as children. Besides training and augmentation, children are heavily indoctrinated. Besides their size and superhuman senses and strength, they are immortal when it came to aging, like the Primarchs that originally led them. They are therefore seen as demigods by the Imperium of Mankind’s people. They operate with a great deal of autonomy and are answerable only to the Lord Primarch or Sovereign.
