The Imperium, or also the Free Imperium of Humanity, controls more distant galaxies, it specializes in settling hard-to-inhabit planets and terraforming them for better living conditions. The Imperium is ruled by a council of representatives of the people, but they also have a monarch - an emperor or empress, (currently the empress) who influences the council's decision, and takes absolute power in times of war.
