I think so, yes. Ashura didn’t bring anything good to the table, anyway; furthermore, he was practically handed everything, like Naruto, on a silver platter. Basically, it’s Indra that inherited the Sage’s strong chakra and genes, not Ashura (in other words, Indra inherited Kaguya’s and Shinju’s powers; the Sharingan’s originally the eye inside the Shinju’s flower):
As Ashura didn’t gain anything, he gained power through cooperation; however, Kishimoto makes it fairly obvious that what this cooperation truly is. He basically left his Ninshu, Bijuu, and power to Ashura and Ashura only. He gave Indra nothing:
The Sage also differentiates between Ninshu and Ninjutsu himself (it’s heavily implied in the manga and Databook-4 that Indra invented the Hand-seals, but I’d wait for the Official Version of the latter to make a full comment):

They’re recalling the “Legacy” the Sage left to Ashura, as we come to know in the future chapters about Ashura’s past (which Hagoromo told) and the fact that Naruto’s the “Gathering Place” for all Bijuu Chakra:

Sasuke confirmed the presence of Bijuu Chakra in Naruto’s system, too. The only reason Naruto couldn’t draw more like above is that the Rinnegan’s Genjutsu Sasuke put the Tailed-Beasts under blocked their means of communication with Naruto, so Naruto could no longer draw their chakra:

As the Shinju’s the source of all chakra and Bijuu are parts of Jubi (Kaguya combined together with Shinju) it makes sense for it to resonate with other people’s chakra in a sort of “meeting place for all!” whose power originates from Naruto.
Let’s see Ashura and Naruto side by side while they’re using the three-headed Avatar that Naruto couldn’t make before becoming the meeting place of all Bijuu and acquiring the Sage’s Senjutsu:

What sort of love is this when Ashura isn’t any more quarrelsome than Indra? If both of them are troublesome, why not leave the legacy to the far more capable brother? The only thing Ashura actually did was “multiply” problems, conflicts, and wars. He organized, gathered, and assimilated people and made conflicts deadlier, as did these villages! As he and his reincarnations continued to take part in conflicts, he solved nothing. The greater numbers he had on his side only served to perpetuate the herd-mentality that the majority is right, no matter what the cost!
Does this ring any bells? But, of course, Naruto and company’s lifelong ambition to build fascist villages on a mountain of corpses! Because, as you know, greater numbers obviously equal greater good. (That was sarcasm.) If we all followed Ashura and his reincarnations mentality, no one should ever pay for war-crimes (’cause things happen, so we should never improve); slavery would’ve been great; God’s real, so whatever he states in the holy texts should be believed upon, without question; bigotry is cool and doesn’t need to be weeded out; racism is dandy because everyone does that, too; etc.
As you can see, Ashura stands for nothing but fascism. I for one can’t wrap my head around this “Ashura good! Indra bad!” framework when the narrative shows the exact opposite in spades: it’s Ashura’s line that’s continued to perpetuate violence, resistance to change, and a philosophy that believes in numbers rather than systematic changes for the good of all: Hashirama said that he’d kill his own family to uphold fascism; Naruto was upset that Sasuke didn’t return to the village despite Leaf committing genocide against his entire clan; he was very upset with Nagato being a party-pooper, as well, despite Konoha committing mass-slaughter against his village, killing innocent people, and pillaging their resources. But more people say that these things are cool, didn’t you know?
How can anyone honestly tell me that this detestable despot Ashura, along with his entire line of imperialistic thugs, was ever good and that Indra, Madara, and Sasuke weren’t right all along? Is this Fandom bereft of common sense and most basic intellectual capacity when they gush over Ashura and his despicable political methods? Never mind, that was a rhetorical question …
