Remember when Sasuke's Susanoo survived Raikage's liger bomb and tanked chojuro's hiramekari but couldn't tank Raikage's chop? Isn't that plot armor for raikage?
Oh, boy, this answer will be another super-long one. The answer isn’t that simple. First, let me say that I agree with you: Sasuke’s often “conveniently de-powered” (I’ll get to that in a bit) ’cause of arbitrary reasons and plot armors are thrown around like candy to his opponents.
Second, was Sasuke de-powered in this fight? Yes and no. It’s a little hard to explain without the scans. So let me start off by saying that Sasuke was de-powered, but not in a manner you’d think. I’m going to explain the second point first and the first later. Silly, I know, but you’ll see why I chose it this way soon enough.
When Raikage used his LIGER BOMB on Sasuke, it was literally Sasuke’s first time using a Susanoo!
^ If you look closely, there’s no Susanoo in sight. He’s probably just using its aura: it’s something that just surrounds the user and protects him even if Susanoo gaps are present.
As soon as he pulls it out, Susanno bears the impact of the hit, and guess what? It’s cracked at several places and chipped off:
See? It’s still growing and forming ’cause the Susanoo Arm wasn’t present before this, but not healing the damage for some absurd reasons that I’ll get to later. Now, let’s look at it from the front when Sasuke’s standing:
So far, there isn’t any other damage to the Susanoo. LIGER BOMB is Raikage’s strongest attack. It’s been mentioned twice that no one’s ever survived that, or that it’s impossible that Sasuke would/could survive that:
^ It’s ’cause no one’s ever survived that move that Cee’s forced to call Sasuke a very rare genius. So it’s safe to assume two things: one) Liger Bomb’s Raikage’s strongest attack and Sasuke’s literally the first person to survive it; two) any other attack in Raikage’s move-set is canonically weaker and slower than Liger Bomb.
The problem’s that the Raikage can increase the POWER and SPEED of his Raiton Cloak. He’s already as fast as Minato without the Cloak. With it, he’s faster than Minato:
To battle Sasuke’s Mangekyou Sharingan (MS), Raikage pumped so much chakra into his system that he was reaching Bijuu-level chakra. He basically increased his speed by a lot to evade Amaterasu and attack Sasuke:
Sasuke could still react to his powered-up speed through reaction, not his body ’cause he was able to use Enton just in time before Raikage made a hit. Raikage was forced to stop:
As I said, the problem’s that one) the Susanoo is still damaged for some unknown reason that defies canon’s established logic, and two) Raikage’s increased his SPEED and STRENGTH to the max! Which is why, when he hits Susanoo, his attack goes in, and we can see Susanoo from behind afterwards that it’s got NEW cracks now:
Since Sasuke couldn’t heal his Susanoo for absurd plot reasons. Raikage maxed his speed and strength through cloak and his Chop Attack was enhanced. So while it was weaker than Liger Bomb, it was still pretty damn strong ’cause of his cloak enhancement and Sasuke not healing his Susanoo that was cracked!
That’s one part of the argument. I still believe that Sasuke was de-powered, as well. How? Well, it boils down to Sasuke’s godly kills at controlling and giving shape to all forms of chakra. First, you need to know that the larger the chakra, the harder it’s to control it:
^ This is why Sakura’s able to control hers well ’cause she’s got so little to manage. I find her fan’s fan-fictions on her chakra control very funny when every medic’s got precise chakra control:
Anyway, as I said, the Uchiha have exponentially large and potent chakra reserves:
It makes the chakra control doubly hard, especially when Susanno not only draws a lot of chakra from the user, but at MS level, it causes massive pain, too!
I’m going elaborate on the “Change in Form” for a bit. It might seem like I’m going off topic, but it’ll make sense in a bit. Bear with me. Change in Form of chakra is an above A-Rank feat (B-Rank is Jonin-Rank, by the way):
People who’re able to combine change in form with their change in chakra nature are exceptionally rare. They’ve got natural talent to do it:
People who change the form of chakra and combine it with change in nature in any manner are very talented:
Susanoo and Amaterasu are two of the S-Rank Secret Jutsus. And just like any other Ninjutsu, they need talent and mastery to work:
Both are Ninjutsu and both require change in form! Susanoo’s actually a constant control of a “change in form”:
By the way, as an aside, there’s no Susanoo form above Complete Susanoo. None. Perfect Susanoo is Complete Susanoo with its chakra stabilized.
Coming back to the topic: the Susanoo is also pretty rare to awaken:
A lot of Uchiha and Sasuke-haters, mostly Sakura and Naruto fans, pretend and outright deny canon that Susanoo requires constant chakra stability and control. Otherwise, it just goes down!
Sasuke couldn’t climb to a higher form ’cause his chakra was weakening:
Itachi’s Susanoo was gaining a higher form when he was consciously supplying it with chakra:
As soon as he coughed up blood, felt pain, and lost control, his Susanoo lost its form immediately:
So, yes, the “Susanoo is automatic” logic is completely made-up. It’s mostly made up by Sakura and Naruto fans who don’t like (or comically hate) the Uchiha, Sasuke in particular. The manga’s made it crystal clear that Susanoo’s form has to be maintained by the user constantly.
Amaterasu’s Kagatsuchi (only Sasuke has this ability) is the same thing. Its form is very difficult to control and maintain:
Tobirama’s fought Uchiha all his life, and here he says that he’s never seen anyone control flames the way Sasuke does! That’s not the only time Tobirama praised Sasuke. He compared Sasuke’s talent to adult Madara’s (whom his father, Butsuma Senju, called a prodigy) when he handled Jugo’s Senjutsu or Senjutsu so well:
Imagine a man like Tobirama, who didn’t even like the Uchiha, constantly complementing Sasuke for his talents. And that’s not all. Jugo’s Senjutsu Cursed Seal is Sage Mode!
Jugo himself praised Sasuke for his Segmental Transformation and amazing control over Cursed Seal (CS) Senjutsu/Sage Mode (SM) ’cause Sasuke’s CS is one of the two best CS’s! So it’s basically a duplicate SM for Sasuke:
So how does Sasuke change the forms throughout the manga? I’m going to highlight a few examples:
Playing with Enton (Amaterasu manipulation into different shapes that are solid) like it’s nothing:
Using the Susanoo is already tough. EMS does take away the “Chakra Taxing” nature of MS, but maintaining a Susanoo requires a mastery over a constant change in form! Imagine that Sasuke changes the form of flames on top of using a change in Susanoo’s form! This level of skill is displayed by no Uchiha. None! That’s how good Sasuke is with chakra form and control:
^ This is Sasuke’s own version of Magatama. Sasuke’s also the only Uchiha who uses Magatama, Swords, and Arrows with Susanoo. The other Uchiha can only use two weapons without any Enton augmentation. He uses regular ones and Enton ones, which increases his Susanoo weaponry to more than double the number of any other Uchiha–never mind his other techniques.
That’s not all. His change of form with Susanoo and Enton is so damn good that he creates swords out of arrows in a second while simultaneously changing their forms on the spot!
^ See? Sasuke just changed an Enton Arrow into an Enton Sword! He’s also able to run around with Enton in his damn hand! He created his own version of Rasengan to match Naruto’s:
He runs around with an Enton Sword in his hand that creates forms of its own! He’s basically creating forms out of forms!
That’s no surprise ‘cause Sasuke was always so good with his Raiton. And, no, before any anti-Sasuke poster says, “well, actually, Orochimaru taught him that!” then maybe you should stop and reread the manga. He didn’t!
Sasuke does a form change out of form change all the time!
His skill in Raiton is profoundly impressive. None of the Raiton users comes even close.
He’s using Chidori Sword in the above image, and he just cut a wall created by the Jubi with that one! He also creates a whole sword out of Raiton and fights with it!
That’s not all. He REVERSED the Sage of the Six Paths only Jutsu save his Rinnegan paths’ jutsus: Creation of All Things. And converted the whole chakra into Raiton and then gave it different forms. He created his own Gedo Mezo out of the Bijuu chakra by changing his Susanoo form. That forced Kurama to compare his skill in Ninjutsu and Chakra to the Sage of the Six Paths:
^ See how he’s changing form on top of form? Who else has done it in the manga? No one! No one in Team-7 even remotely compares to this level of skill.
So we’ve pretty much confirmed that Sasuke’s crazy good, at the Sage of the Six Paths level good, at turning chakra into various forms. Coming back to the very first argument I raised that was this:

Now, I agreed that Raikage getting through Sasuke’s cracked Susanoo makes sense, but Sasuke was also de-powered. How? Why didn’t he just heal the Susanoo damage? As soon as all of the people attacked him, he immediately jumped to a higher Susanoo form, created a sword, and buried them under the rubble:
And immediately we see him using a Susanoo Arm on the other side of the rubble without his Susanoo!
^ Sasuke displays here again that how good he’s with chakra and form. This shows that he had enough chakra to jump to a higher form. Then why didn’t he heal the damage on the Susanoo? Because when he took out the Ribcage version again, which was still a basic form and not a proper version which he formed later in war, it’s fully healed!
^ No cracks! We also know for a fact that Sasuke only couldn’t climb to a higher form ’cause his chakra was weakening:
That wasn’t the case when he faced Raikage. He had enough on him to jump to a higher form. That’s what I really dislike about Sasuke’s fights. He’s constantly de-powered to give his opponents a chance.
Against Kakashi, he conveniently loses his eye-sight at just the right moment and doesn’t bother to pull out Susanoo when Susanoo can be used blind:
Susanoo only needs double MS to unlock it. It doesn’t need light, which is why Madara’s using it blind in the above scan:
You could make a case that Sasuke didn’t know, but lack of knowledge has never stopped Sasuke from reinventing things, experimenting, improving jutus. He didn’t know Sage’s Jutsu, either, but he reversed it! He’s never seen Chibaku Tensai (CT) without a core before Kaguya’s sealing, but his CT is the only CT (like the Sage’s CT, for which he needed his brother, by the way) that doesn’t use a core. It uses the target as the core!
Madara and Nagatos use a core like I explained in this post:

So Sasuke not bothering to use it here makes no sense to me. And this is the guy who reached the Complete Susanoo form after he released his Susanoo for the fifth time. And that happened within an hour!
As I said way above: Perfect Susanoo (PS) is this above Complete Susanoo stabilized. PS is not, I REPEAT, not an Eternal Mangekyo Sharingan ability. It’s a Mangekyo Sharingan ability!
The de-powering is so funny that it was present in the final fight, too. I mean, Sasuke pulled out Kurama’s chakra from Naruto with Petra Path and used Chidori on him. He should’ve killed him, but his eye magically went out for no good reason right before he could deliver the finishing blow:
And a panel later, he’s got enough chakra to not only use Chidori, but pull out a Mangekyo Sharingan and use Amaterasu AND reshape it around Chidori? Come on!
I’ve got to laugh at Naruto fans that say that Naruto allowed Sasuke to live. How? Sasuke didn’t even Summon the Mezo on this goofy kid or use his version of CT on him. Unlike Nagato’s or Madara’s, Naruto’s got nothing to destroy ’cause he’s the core himself.
I can even highlight how Raikage dodged behind the flame ’cause Sasuke’s eyesight was conveniently not working properly before he went to the summit:
His poor line of sight that conveniently got bad just before the summit allowed this man to even dodge it ’cause Amaterasu’s casting is a SPAWN. Amarerasu doesn’t, I REPEAT, doesn’t TRAVEL!
It’s hilarious. I don’t think I even need to say anything more, so I’ll stop here.
