This is going to be more on Shadow's game rather than the character as a whole since I see a lot of love for Shadow. Shadow the Hedgehog is amongst the many Sonic games that are considered bad, but the reasons I find that most people don't like it I feel are a bit lacking. It mostly boils down to the weapons and the vehicles, which I don't think is grounds for saying the game is bad. Sonic 06 and Boom are disliked because they're glitchy and unfinished and nearly impossible to play as a result, where I have never seen anyone encounter game breaking bugs for Shadow.
On the subject of the weapons, I didn't really mind them and feel like it was well-done and entirely avoidable. While you do have to pick up any weapons if you're not carrying one, you can just drop it if you don't want it. I've done several playthroughs where I avoid using weapons, often choosing to do most of the missions where I have to kill so much of one faction. It was fun to have to take my time a bit for the later missions where enemies have a metric ton of health. There are only two missions where I would say the guns are mandatory which is the Toxic Highway tank mission, shooting down the Egg Balloon in Iron Jungle, and shooting down the president's escape pod as the latter is literally impossible.
The complaint about the vehicles I think is pointless as there's only two levels where I would say it's mandatory to use them and that is Central City and Prison Island in the sections with the toxic sludge. They don't add a lot to the game, save for the infinite turret walkers that G.U.N. leaves behind which are pretty alright. You don't have to use them and them being left around does make sense as the world is dealing with an alien invasion so vehicles would be left lying around by both civilians and military personnel. You can ignore 99% of vehicles in the game so that complaint doesn't really hold water.
I really like Shadow as both a character and a game. It's well-made, uses some characters that I had admittedly forgotten about in some cases, and was challenging in some places without being frustrating. There are few major glitches and bugs, as far as I'm aware and it's overall a fun Sonic game that doesn't punish you with no barriers for going fast. It also added a slightly more adult side to a more adult character which I did like and thought was interesting that the G.U.N. soldiers don't die, but instead are dying and beg for mercy. There's nothing I'd really say is bad about the game
